Overview

This entry provides a general introduction to the Global Crisis Response Platform, with links to relevant resources to support the development and review of Crisis Response Plans (CRP), as well as guidance on how to communicate with and use the GCRP and CRPs.

Description

The GCRP presents an overview of IOM’s immediate and longer-term planning and funding requirements to respond to the evolving needs of those impacted by, or at risk of, crises and displacement, structured around four core objectives, each with associated activity areas.

All Flash Appeals and Crisis Response Plans are published on this Platform which serves as a central repository of IOM’s crisis response planning and associated funding requirements. Periodic achievement and situation reports, and other crisis-relevant IOM strategies and public documents are uploaded to the relevant CRP pages to ensure up-to-date information is available on IOM’s crisis response activities.

Funding confirmed against funding requested expressed in CRPs is published on the GCRP, supporting resource mobilization efforts by making funding gaps visible, showing relationships with inter-agency humanitarian planning and providing donor visibility for funding contributions.

The GCRP dashboards enable a variety of filter options including by region, country, objective, activity area, type of people targeted, etc, all of which are of interest to donors, partners and to IOM itself.

The commitments tab outlines how the GCRP relates IOM’s strategic architecture, including relevant institutional strategies, policies and frameworks, and briefly describes key cross-cutting issues and IOM’s inter-agency engagements. In the archive tab, previous Crisis Response Plans and the Humanitarian Compendium which preceded the GCRP can be found.

Key Considerations

Key points to consider when implementing this operation (avoid repeating points in the previous categories. Example of key considerations: Consent, data protection, etc.

It is important to ensure that IOM flash appeals and CRPs are consistent and complementary with each other and with inter-agency humanitarian appeals and plans, such as Humanitarian Response Plans or inter-agency Flash Appeals. Key considerations include:

  • IOM Flash Appeals and humanitarian elements of CRPs should be complementary if not identical, reflecting an extract of the IOM interventions included in an inter-agency Flash Appeal or humanitarian plan (such as a Humanitarian or Refugee Response Plan).
  • IOM planned interventions outside the inter-agency appeal should not contradict or duplicate the inter-agency appeal's overall strategy/proposed interventions. GCRP focal points should ensure that information on affected and displaced populations do not contradict what is presented in a related inter-agency plan or appeal.
  • IOM Flash Appeals should be published on the GCRP, either on the related CRP page or, where no related CRP exists, as a separate IOM Flash Appeal document. Should a Flash Appeal be published related to an existing CRP, this CRP should be updated to reflect the changed context and revised activity planning and funding requirements using the GCRP amendment modality. Where there is no related CRP, one should be developed as soon as possible on the basis of the Flash Appeal, following approval by the DOE Director.

Relevance to IOM’s Emergency Operations

The GCRP is IOM’s primary strategic communications and comprehensive resource mobilization tool for crisis response, providing a centralized and up-to-date resource for the broad range of donors and partners interested in IOM’s crisis response planning and associated funding requirements.

IOM Chiefs of Mission, project development and donor liaison officers and focal points are encouraged to use the Platform as a fundraising tool when communicating with donors to encourage common and consistent messaging and increased transparency.

Media and communications colleagues are encouraged to disseminate information on the Platform in their communications with partners and the public at large, including by referring to the Platform in media and communication efforts (press-briefing notes, social media, country website, etc.).

GCRP focal points in Country and Regional Offices should ensure that related products and public communications are uploaded on, and are consistent with, what is presented on the Platform. The Platform should be regularly updated on the initiative of Country Offices as crises evolve and new situations emerge. Who is the target audience of the GCRP?

As a resource mobilization tool, existing and new donors are the primary target audience of the GCRP. Partners and other stakeholders, including the wider public, may also be interested in the Platform, which lays out IOM’s crisis response planning and associated funding requirements. The Donor Relations Division shares new and amended CRPs with donors on a regular basis, and all staff are encouraged to communicate about and use CRPs when engaging with donors and partners for consistent messaging on IOM’s plans and priorities. A micro-learning module is available on I-Learn and e-CAMPUS focusing on how to communicate and use the GCRP with donors and partners.

How do IOM’s Crisis Response Plans relate to inter-agency plans, such as Humanitarian Response Plans, to which IOM contributes?

IOM’s Crisis Response Plans (CRP) reflect IOM’s comprehensive response to crises, spanning the humanitarian-development-peace nexus (HDPN). The CRPs include IOM’s contributions in related inter-agency humanitarian planning, including Humanitarian, Refugee and Migrant Response Plans as applicable. This breakdown is depicted under each Activity Area. Clearly showing which IOM activities and funding requirements are also included in inter-agency planning is important to many donors.

How is funding progress captured on the GCRP?

Funding confirmed data is based on the budgets of projects with confirmed funding which have been activated in PRISM and for which the Appeal Code field is completed, linking a project to a CRP. Budget lines are attributed to GCRP Activity Areas based on the Reporting Areas identified in PRIMA. Review by GCRP focal points is undertaken during the first few iterations of data publishing. Once the desired accuracy and reliability of the process is achieved, this process will be automated, enabling monthly publication of funding confirmed data and identification of funding gaps. Guidance on the Process

Preparations for the annual cycle begin each August with the process of identifying single or multi-country Crisis Response Plans to be developed and published on the Global Crisis Response Platform. The identification of Crisis Response Plans is a consultative selection process that is based on a set of agreed criteria, including IOM or inter-agency humanitarian appeals, IOM engagement in inter-agency humanitarian processes and planning, levels of displacement and risk, amongst others. A prioritization table, which lists the selection criteria and the single and multi-country crises that meet each criteria, is used to support informed decision-making and the justification of CRPs developed and published on the GCRP.

Upon selection, GCRP Focal Points daft new Crisis Response Plans, or update their existing multi-year Plans, which are then reviewed by technical specialists in Regional Offices and Headquarters prior to publication.

New crises emerging during the course of the year can be included at any time upon approval of the DOE Director. CRPs should be updated to reflect activities and funding requirements outlined in any relevant Flash Appeals published during the course of the year.

Support from other IOM Offices

The GCRP is a joint DOE; DRD and ICT initiative. Regional Offices and technical Divisions at Headquarters are involved in the annual CRP selection process and in the review of CRPs prior to publishing. The GCRP Team consists of DOE and DRD who support the management and further development of the GCRP.
