Coordination in Mixed Situations and Refugee Response

Overview

IOM also carries our humanitarian interventions in mixed situations and in refugee contexts. Coordination structures in these contexts are different from coordination in internal displacement contexts.

Mixed situations: contexts where there are both refugees and internally displaced people (IDPs) that are affected by a crisis.

Refugee contexts: situations where the affected population are refugees.

Mixed Situations

Within the framework of the IASC Transformative Agenda, UNHCR and OCHA have developed a guidance note on leadership and coordination arrangements in situations where an HC is appointed and a UNHCR-led refugee operation is also underway. The note describes how leadership and coordination mechanisms should function in practice to ensure a streamlined and mutually reinforcing delivery of assistance. The note provides a table that illustrates the practical interaction of IASC coordination and UNHCR's Refugee Coordination arrangements.

Refugee Situations

In the event of a refugee crisis, IOM works in close partnership with the Office of the United Nations High Commission on Refugees (UNHCR) within the Refugee Coordination Model (RCM). UNHCR leads the overall refugee response with IOM acting as a partner where needs are identified.
